This is the quiet failure mode of the vinyl fence trade: the sample and the mass-production run are not always cut from the same grade. Hold the piece at one end and snap it. A panel made from quality vinyl resists the break for a moment, then bends through a visible arc before it lets go. The fracture surface is clean and relatively smooth, and the plastic has a slight whitening at the point of compression. That whitening is stress-cracking, and in a good panel it is present but not catastrophic.
A recycled or over-filled panel snaps fast, with little or no bending, like a biscuit. The fracture is jagged and rough, and it gives a sharp, brittle crack with a short arc. Some thin-wall profiles do the same thing simply because they are too thin to absorb any flex.

The flame test: hold a lighter to the end of the offcut for a few seconds. Quality virgin PVC resists ignition, burns with a self-extinguishing tendency, and produces a small, relatively clean char with a mild smell. Ask for a tolerance band. A quality manufacturer will commit to a density and a weight range because their process controls it.
